Mississippi law requires that Neshoba County, Mississippi operate a central purchasing office.

The Neshoba County Purchasing office has sole responsibility for purchasing all equipment, heavy equipment, machinery, supplies, commodities, materials, and services used by any office or department of the County except for those offices or departments whose expenditures are not required by law to be approved by the Board of Supervisors.

It is the policy of Neshoba County Purchasing office to provide all Vendors a fair, equitable, and competitive opportunity to sell equipment, heavy equipment, machinery, supplies, commodities, materials, and services to the County.

Vendors seeking to sell equipment, heavy equipment, machinery, supplies, commodities, materials, and services to Neshoba County, Mississippi should first contact the Purchasing office instead of the office or department that will be the end user of their product or service. This process will help to ensure that the Vendor has a complete understanding of the pertinent state purchasing laws as well as Neshoba County's purchasing policies.  Effective January 1, 2018 Neshoba County is required by state law to utilize Reverse Auction as the procurement method for purchases over $50,000.00 that are not available via other procurement methods such as State Contract, EPL, etc.  Neshoba County is also required to offer a secure system for electronic bidding.

A Purchase Order is required before any purchase can be made by Neshoba County in any amount. It is the Vendor's responsibility to obtain a purchase order before any purchase. The Mississippi Code forbids Neshoba County from paying invoices from Vendors who fail to secure a Purchase Order prior to the acceptance of an order for equipment, heavy equipment, machinery, supplies, commodities, materials, and services. After-the-fact purchase orders cannot and will not be issued by the Neshoba County, Mississippi Central Purchasing Department.
